New Obligations for Service Voucher Companies in the Brussels-Capital Region Starting January 1, 2025
Starting January 1, 2025, new rules will apply to service voucher companies in the Brussels-Capital Region. These new measures aim to improve the working conditions and well-being of household helpers. They will also enhance the quality of the services provided to clients.
Here is a summary of the main changes:

1. A contract with each client.
An agreement between the client and the service voucher company will become mandatory.
2. A preliminary visit for each new client.
For every new client, a home visit to the place of service will be organized. This visit aims to validate the client’s expectations and ensure optimal working conditions for the household helper.

3. Enhanced support for household helpers.
- The support will be strengthened, particularly through:

- Individual and group interviews.
- Training sessions for both new and experienced household helpers.
- Regular information on best practices, workplace well-being, ergonomics, and occupational risks.
- Increased protection against inappropriate behaviors (harassment, violence, discrimination, etc.).
4. A minimum working time (service hours).
Household helpers will need to work at least 20 hours per week on average throughout the year. Heavy fines are foreseen for non-compliance.
